Patrick Egan is a distinguished leader with decades of experience in public safety, emergency services, and the security industry. He began his service career as a founding member and later Chief of the Wheatland Fire Company, established in 1967. In 1985, he was instrumental in forming Task Force 6, the first regional cooperative task force of its kind, uniting Wheatland, Bausman, West Lancaster, and Rohrerstown fire companies. This groundbreaking initiative standardized equipment purchases, hose couplings, and electrical fittings, and introduced a shared duty chief rotation—innovations that were well ahead of their time.
In 1991, Patrick led the successful merger of two local fire companies, demonstrating his vision and leadership in improving emergency response coordination. He also founded the West End Ambulance Association, which became Pennsylvania’s first 24/7 volunteer ambulance company. At its peak, the organization operated five ambulances, responded to over 6,000 calls annually, and maintained a hybrid staff of paid crews and approximately 30 dedicated volunteers, just prior to its merger with LEMSA.
Patrick Egan dedicated significant time to public service in Lancaster County, serving for nine years on the finance committee of the Lancaster County Economic Development Company (EDC). He also contributed as a member of the Lancaster City Crime Commission for four years. In addition, he held the role of Deputy Coroner for four years, including during the tragic 2006 West Nickel Mines School shooting, where he played a key role in the county’s emergency response efforts.
In addition to his time in public safety, Patrick worked in the private sector, building a legacy of success in the security alarm industry. He is currently the Chief Executive Officer of Egan Security Group, a firm providing consulting and brokerage services in the security alarm sector.
Previously, he served as CEO of Security Partners – Advanced Monitoring Solutions (1997–2021), a company he founded and grew into a leading wholesale central station monitoring provider. He was also the owner of Select Security (1998–2020), growing the company to over 50,000 subscribers before its acquisition in 2020. His entrepreneurial journey began with Commonwealth Security Systems, Inc., which he founded and led as President from 1973 to 1997.

Kurt Windlebleck has had an exemplary career in leadership over his lifetime. Kurt was employed at Armstrong World Industries for 33 years holding several positions in Quality Control, Safety Training, and finishing his career as Chief of Emergency Services of the Plants Fire Brigade. Kurt received the Plant Manager’s Award for Excellence and the Distinguished Service Award. Kurt is a Haz Mat Specialist in Decon, Highway Tank trailers, and Railroad Tank Car. Kurt is certified as a Fire/EMS Administrator.
While working at Armstrong Kurt started his own safety and training company, Mutual Aid Consulting, serving many organizations in Lancaster County including providing the first paid EMT’s in Mt. Joy, PA.
Upon retiring from Armstrong Kurt worked for the Lancaster City Police in Patrol Services as a Crossing Guard and Parking Enforcement for 10 years. When parking enforcement was moved to the Lancaster Parking Authority Kurt transferred there as an Enforcement Officer and served on their Safety Committee for 3 years.
Kurt was a firefighter with (MTFR 201) Southern Manheim Twp. Fire Co. for 28 years, rising to the rank of Lieutenant in charge of training. Kurt was a founding member of Manheim Twp. Ambulance Association serving 22 years as an EMT, as the Driver Training Instructor Kurt created the first of a kind driving course for Ambulances, later Kurt held the positions of Accident Investigator, Training Officer, and Crew Chief.
Kurt was one of the founding members of Haz Mat 2, first serving as Medical Captain. Kurt was the first Chief of the team under Act 165 serving for 5 yrs. Kurt also served as President for several years.
In addition to a busy career Kurt found the time to serve the community with his involvement in Scouting. As a youth Kurt earned both his Eagle Award and the God and Country Award at the same time. Serving BSA for 8 years as Scoutmaster and Council Committees High Adventure and Camping, Kurt attended National Camp School for Commissioners Training and then held that position at a local Summer Camp. Kurt was the first to be chosen to attend an instructor course for adult leadership at the National Camp in Philmont, NM. Kurt received the Wood Badge Leadership Award, Scoutmaster’s Award of Merit and the District’s Award for distinguished Service.
Kurt is a Master Mason with Lodge #43 in Lancaster, where he serves as Assistant Chaplain, and is in the Lodge of Perfection and a 32’ Scottish Rites Mason in the Valley of Harrisburg.
With 20+ years of various administrative responsibilities, Lynn Beuerle has excelled in supporting management at all levels. Lynn began her career working with a law firm in Philadelphia for 13 years which specialized in white collar criminal, civil, environmental and real estate litigation. One of her direct report attorneys went on to be the Chief Judge of the Court of Common Pleas in Philadelphia. Lynn continued her journey at the Archdiocese of Philadelphia wherein she assisted the Director of the Department of Youth and Young Adults, assisted Clergy and planned weekend retreats for the youth of the Archdiocese. She then moved on to The Children’s Hospital of Philadelphia working in the Trauma and Surgical Unit and Special Delivery Unit assisting the Director and nurses in the departments.
Upon moving to Lancaster, PA Lynn began her career at Lancaster General Hospital wherein she worked with Directors in the Nursing Administration Department supporting various hospital operations, assisting the Director of Safety and Emergency Management Department and is currently supporting the Director in the Security Department assisting with all aspects of security to keep visitors and employees safe.
Captain David D. Longenecker (Ret.) served over 32 years with the Lancaster City Bureau of Fire, rising through the ranks from apprentice firefighter to Fire Captain and ultimately retiring as Fire Marshal in 2024. A McCaskey High School graduate and Millersville University alumnus, he brought expertise in industrial arts, land surveying, and textile management to his public safety career. Captain Longenecker was instrumental in modernizing firefighter safety equipment protocols and training, and he played a leadership role in several union and administrative initiatives, including apprenticeship standards and PPE implementation.
Beyond his professional accomplishments, Longenecker is a lifelong volunteer and leader in the Boy Scouts of America, earning numerous honors including the Silver Beaver Award and Vigil Honor. He also serves as President of Union Fire Co. #1 and Treasurer of HazMat 2 Environmental Fire and Rescue Company. A recognized educator and public safety advocate, he developed a fire safety training course accessed by over 30,000 child-care workers across Pennsylvania.

Kenneth F. Hudson, Sr. built a distinguished career in public safety, serving as a Philadelphia Fire Department Lieutenant and dedicating his life to protecting lives and property. His commitment to excellence extended beyond active duty when he founded State Training, his own emergency training business. Through this venture, Ken provided specialized instruction in fire safety, hazardous materials response, and emergency preparedness, equipping countless individuals and organizations with the skills and knowledge to respond effectively in crisis situations.
In addition to his leadership in the fire service, Ken held the role of Assistant Chief Operating Officer for the Hazardous Materials Response Team in Manheim, PA, where he oversaw operations, optimized resources, and implemented efficiency measures that strengthened response capabilities. He also served as a Project Manager at the Lancaster County Public Safety Training Center and as an Instructor for the Pennsylvania State Fire Academy, where he developed curriculum, mentored aspiring firefighters, and promoted a culture of safety and professionalism.
Alongside his career in life safety services, Ken earned a Master of Arts in Biblical Studies from Liberty University (1992), serving as Worship Minister at Emmanuel Church of God in Christ in York, PA, and as Co-Founder and Assistant Pastor of Solid Rock Evangelistic COGIC. Ken proudly earned his Doctor of Divinity in Religious Studies from Liberty National University in June 2025.
Ken is a Master Mason with Lodge #43 in Lancaster as well as their Chaplain, Ken is also the Chaplain of the Grand Lodge of Pennsylvania in Philadelphia , Ken is aa 32' Mason with the Valley of Harrrisburg, PA.
Dr. Larry Widmer is currently a practicing chiropractic physician in Santa Fe, New Mexico. Prior to relocating, he was an active member of the Southern Manheim Township, Neffsville, and Eden Fire Companies, and served as President of the Eden Fire Company. Appointed as the Emergency Management Coordinator for Manheim Township, Dr. Widmer was a founding member of HazMat 2, acquiring the original “Coke Truck” to transport hazardous materials equipment. He successfully advocated for the construction of Haz Mat’s first permanent two-bay emergency station on Buch Avenue. Dr. Widmer also developed Command 1, Lancaster County’s first mobile command center, supporting both the Haz Mat team and other township emergency services. In collaboration with the Manheim Township Ambulance Association, he helped establish a MASH unit for mass casualty incidents. Later, as Fire Coordinator for the township, he led efforts to unify the three independent Manheim Township fire companies into what is now Manheim Township Fire Rescue, currently led by Rick Kane and Chief Scott R. Little.
Justin Brian is a firefighter/EMT with the Carroll County Department of Fire and EMS in Maryland and a member of IAFF Local 5184. With over 20 years in fire and emergency services, he is known for his leadership, instructional skills, and dedication to public safety. He is a Nationally Registered Advanced EMT, certified in Pennsylvania and Maryland, and holds ProBoard credentials as Fire Service Instructor, Fire Officer, and Live Fire Instructor, along with Pennsylvania State Fire Academy Hazardous Materials Technician certification.
Justin began his EMS career in 1996 and graduated from Lancaster Catholic High School in 1999. He served as a firefighter with Manheim Township Fire Rescue (1999–2004) and as President of Southern Manheim Township Fire Company (2002–2004). At Lancaster Township Fire Department, he has progressed from Lieutenant to his current role as Fire Chief, leading strategic initiatives, training, and operational readiness. His regional public safety contributions include board service with Manheim Township Ambulance Association (2017–2023), New Danville Fire Company (2019–2022), and Lancaster Township Fire Department (2023–2024).
In addition to his public safety roles, Justin is the owner of Heritage Communications, a firm providing technology and communication solutions throughout the region. Justin’s career reflects a deep and ongoing commitment to service, leadership, and the advancement of the fire and EMS professions across the Mid-Atlantic region.
J. Richard Price has served in the fire and emergency services since 1976, holding roles across multiple departments in Pennsylvania and North Carolina, including Elizabethtown, Eden, Gap, Manheim Township, and Lancaster Township Fire Companies, as well as Southern Pines Fire Department. He is a past president and captain of Eden Fire Company and currently serves as a firefighter/EMT. From 2003 to 2005, he worked under contract with the U.S. Department of Homeland Security, leading large-scale national WMD response exercises (TOPOFF 2 & 3) and managing specialized chemical/biological training programs. He holds NFPA Firefighter I certification and EMT credentials, originally obtained in 1979 and renewed in 2023.
Denise Freeman is an accomplished Environmental Health and Safety (EHS) professional with over four decades of experience in regulatory compliance, emergency response, training, and project management. Her career spans roles in higher education, pharmaceutical manufacturing, museums, and consulting, including leadership at Franklin & Marshall College, Wyeth Pharmaceuticals, and York College of Pennsylvania. Denise has successfully managed FDA and EPA consent decree projects, led large-scale hazardous materials programs, and developed and implemented comprehensive EHS training systems.
She is a life member and past chief of the Lancaster County Hazardous Materials Emergency Response Team, a certified EMT and instructor, and a long-time contributor to public safety initiatives at the local, state, and federal levels. Denise holds multiple emergency response certifications and studied Occupational Safety and Hygiene Management at Millersville University. Her community service has earned her several leadership roles and recognition, including the Pennsylvania Governor’s Award for Community Crime Prevention.
